Redevelopment Master Plan

In November 1991, the RDA adopted the Redevelopment Plan for a Project Area of approximately 2,000 acres.  As a part of this Project Area adoption, a Master Plan and an Environmental Impact Report (EIR) were also approved.  The purpose of the Master Plan is to provide a policy guideline document to identify specific types of land uses that the Agency should encourage and promote within the entire Project Area.

With that Master Plan, the RDA Project Area has been transformed.  Many of the goals and visions for the RDA were met in wonderful way.  In July 2004, the Agency Board selected EDAW, Inc., an urban planning firm, to create an Update to the RDA Master Plan.  The purpose of the Update is two-fold:  (1) To reflect the changing face of the Project Area and, (2) To set the vision for the next 10-15 years for the Project Area.

On October 9, 2007, the Agency Board adopted an Update to the RDA Master Plan and approved its Final Environmental Impact Report (FEIR).  The Updated Master Plan identifies strategic directions for the future of the Redevelopment Project Area.  It integrates design, planning and implementation methods into an improvement plan and provides Project Area recommendations for land use, zoning, parking strategies, and design and development standards.  The Master Plan also includes a Safety Campus design for the Fire and Police Departments for future facilities in the Downtown area.
